Tier-1 Telecom GCC Stands Up a 60-Person GenAI & ML Team in 14 Weeks
A North American carrier's India Global Capability Center had a board-approved GenAI and ML mandate but no bench. Apptad built the team — specialists, leads, and pod structure — and ran it shoulder-to-shoulder until it was self-sufficient.
A tier-1 North American telecom carrier had stood up a Global Capability Center in India to own AI and analytics product engineering for the parent. The GCC leadership had a 12-month roadmap covering Gen AI assistants for care, ML personalization for marketing, and a network-anomaly platform — but only 6 engineers on the ground and a hiring market where senior ML and Gen AI talent was being absorbed by hyperscalers and their captive partners. Internal recruiting projected a 9-month ramp; the parent's steering committee had given them six. A failed first attempt — contract resources who couldn't pass the carrier's technical bar — had already cost a quarter.
Apptad ran a parallel three-track program. Track one: rapid placement. We deployed 60 vetted specialists (ML engineers, MLOps, Gen AI/LLM engineers, data engineers, prompt engineers, and tech leads) across four delivery pods, each anchored by an Apptad lead who had shipped comparable work at other carriers. Every candidate cleared the carrier's own technical loop — no exceptions. Track two: structured upskilling. The GCC's 6 existing engineers paired with our leads on hands-on modules covering Vertex AI, Databricks Mosaic AI, RAG architectures, and MLOps on GKE — role-based curricula with weekly checkpoints. Track three: operating model. We co-designed the pod charter, RACI, and engagement model with the parent's product organization, then operated it for 9 months before stepping back into an advisory role.
The full 60-person team was placed and shipping in 14 weeks against the original 9-month internal projection. Three product pods (Care Copilot, Personalization, Network Anomaly) cleared their first production releases inside the original six-month window. Attrition over the engagement held at 8% versus a market benchmark of 22%+ for comparable roles. By month 12, 18 specialists had converted to GCC FTE — exactly the talent-build outcome the steering committee had asked for. The GCC's vice president now uses the pod charter as the template for a second wave covering data platform and observability.
